How does it convert 0.(3) to 1/3?

Call the number x. Multiply by 10 to shift one repeat: 10x = 3.333… Subtract x: 9x = 3, so x = 3/9 = 1/3. The calculator does the same for any repeating block.

Why is 0.1 not exactly 1/10 in some calculators?

Computers store most decimals in binary, which cannot represent 0.1 exactly. This calculator works from the digits you type, so 0.1 becomes exactly 1/10.
